Is it the right time to buy a house for the first time buyer to buy a house in perth?

I saw on Sunrise this morning that at the moment property is down at about 9% compared to this time last year in Perth. They are predicting it to go down as far as 20% in some areas. This was a prediction till end of 2011. In my opinion mid winter to spring might be a better time than right now if you can hold off. Prices will continue to drop this year.
