Age and size of the universe?

In this article I've listed below, they claim to have found the oldest known explosion from the infancy of the universe. They say that it was 13 billion light years away. So if it happened when the universe was young and the universe is expanding then how could a young universe have been 13 billion light years away from where earth eventually found itself?
