How to take a relationship to the next level?

Ok, im in highschool. never had a GF i keep gettin the same answer from chicks as to why, they say we're too good of friends, or itd be weird dating a friend, i get too far into the friend zone, im one of the few "good"guys left in the world that know how to be sweet and treat a female right, but i cant seem to have 1? there a few that i talk to sometimes that i really like, like i said, sometimes i talk to them, like a few times a month,..how can i "take it to the next level" to where i can tell them i like them
